What Is the BC Energy Step Code?
The BC Energy Step Code is a tiered framework of increasingly demanding energy performance requirements for buildings. Since 2017, municipalities across BC have been adopting the Step Code for new construction. For renovations, its impact depends on the scope of your project and which municipality you’re in.
When the Step Code Applies to Renovations
For most standard renovations (kitchen, bathroom, basement finishing), the Step Code doesn’t apply directly — these don’t trigger energy performance review. However, it matters for:
- Additions: The added square footage must meet Step Code requirements in many municipalities
- Major envelope work: Replacing exterior cladding, roofing, or windows on most of the building triggers energy performance requirements in some jurisdictions
- New suites in older homes: Secondary suite permits in Vancouver require meeting current BC Building Code energy requirements for the suite
Current Step Code Requirements in Metro Vancouver
As of 2026, City of Vancouver requires Step 3 for most residential construction. Many municipalities now require Step 3–4 for additions. The Province is pushing toward Net Zero Ready (Step 5) by 2032 for new homes.
Practical Impact on Renovation Costs
- Additions: Step Code compliance adds $8,000–$25,000 for insulation upgrades, thermal bridging prevention, and energy modelling
- Heat pump requirement: Many Step Code tiers require heat pumps instead of gas heating for new suites and additions
- CleanBC rebates: Offset costs — heat pump rebates of $2,000–$6,000 available through CleanBC
