What Renovations Don’t Require a Permit in Vancouver?
Not every renovation requires a building permit in Vancouver. Understanding what’s permitted without permits saves time and money on straightforward cosmetic and maintenance work — while knowing the limits protects you from unpermitted work issues at sale or mortgage renewal.
Renovations That Generally Do NOT Require a Permit
- Interior painting and wall coverings
- Replacing flooring (carpet, LVP, tile — no structural changes)
- Replacing cabinets in the same location (no plumbing moves)
- Replacing appliances like-for-like
- Replacing light fixtures, outlets, and switches (by a licensed electrician, ESA permit required separately)
- Replacing countertops (no plumbing changes)
- Replacing doors and windows in existing openings (same size, no structural changes)
- Building a deck under 24 inches high (freestanding, not attached to house)
- Fence repairs and replacements (under 1.8m in height)
Renovations That DO Require a Permit
- Any structural changes (removing walls, adding headers, reinforcing structure)
- Plumbing changes (moving sinks, toilets, or drain lines)
- Electrical panel upgrades or new circuits
- Adding new rooms, bathrooms, or suites
- Adding or enlarging window or door openings
- Decks attached to the house or over 24 inches high
- HVAC changes (new ductwork, adding heat sources)
The Risk of Unpermitted Work
Unpermitted work that required a permit creates problems: insurance may not cover incidents related to unpermitted electrical or structural work, and home buyers increasingly request permit history through the City of Vancouver Open Data portal. Unpermitted suites may be shut down by the city upon complaint.
