Electrical Permits in BC: Technical Safety BC
All significant electrical work in BC must be permitted through Technical Safety BC (TSBC) — the regulatory body responsible for electrical, gas, and other technical safety systems in the province.
When You Need an Electrical Permit
- Adding new circuits
- Panel replacement or upgrade
- New wiring (partial or full home rewire)
- EV charger installation
- Hot tub or spa wiring
- New subpanel
- Any work on service entrance equipment
Who Can Do the Work?
In BC, all electrical work requiring a permit must be performed by a licensed electrical contractor (EC) with a Class A or Class B licence from TSBC. The EC pulls the permit and takes responsibility for compliance.
Homeowner Work Exception
BC allows homeowners to do electrical work on their own principal residence with a Homeowner’s Permit (electrical). The homeowner must be qualified to pass inspection. This exception does NOT apply to secondary suites or rental units — those require a licensed contractor.
The Inspection Process
- Contractor pulls permit (TSBC online)
- Rough-in inspection (before drywall)
- Final inspection (after all fixtures installed)
- TSBC inspector certifies — copy to contractor and city building department
Penalties for Unpermitted Electrical Work
Unpermitted electrical work in BC: insurance may refuse claims, home sale complications, fines from TSBC, required retroactive inspection (may require drywall opening).
