BC Energy Step Code and Renovation Compliance 2025
BC Energy Step Code for Renovations
The BC Energy Step Code is a performance-based standard that applies to new construction and, increasingly, to major renovations in British Columbia. Understanding where it applies helps avoid permit complications.
When the Step Code Applies to Renovations
- Whole-home additions: New space added to a home must meet Step Code 3 minimum
- Laneway homes and secondary structures: Full Step Code 3 compliance required
- Major renovations: If > 90% of building envelope is replaced or renovated, Step Code may apply
- Typical interior renos: Do NOT trigger Step Code — existing envelope is retained
Step Code Levels
| Step | Energy Reduction | Common Application |
|---|---|---|
| Step 1 | BC Building Code baseline | Minimum required |
| Step 2 | ~10% better than baseline | Many municipalities require |
| Step 3 | ~20% better | Metro Vancouver requirement |
| Steps 4 & 5 | Near net-zero | Advanced projects |
Metro Vancouver Step Code Requirements (2025)
As of 2025, most Metro Vancouver municipalities require Step 3 minimum for all new residential construction. Additions and new secondary structures must comply. Check your specific city’s current requirement — requirements are evolving.
