BC Multiplex Development Guide: SSMUH 2025

Multiplex Development Under BC SSMUH Legislation

BC’s Small Scale Multi-Unit Housing Act allows 3–6 units on single-family lots near transit — a transformative change for Metro Vancouver homeowners considering infill development.

What SSMUH Allows (Province-Wide)

  • Standard urban lots: 3–4 units minimum
  • Within 400m of frequent transit: Up to 6 units
  • Previous single-family only zones: Must now allow the above

Typical Multiplex Development Formats

  • Duplex (2 units) — simplest form
  • Triplex (3 units) — very popular post-SSMUH
  • Fourplex (4 units) — maximizes density on standard lot
  • Townhouse row (4–6 units) — for larger or corner lots

Development Costs (Metro Vancouver 2025)

Unit Type Hard Cost per Door
Duplex (per unit) $400,000–$700,000
Triplex/Fourplex (per unit) $350,000–$600,000
Townhouse (per unit) $380,000–$650,000

Design Requirements

Multiplexes must comply with: BC Building Code (Part 3 for 4+ units), fire separation between units, parking requirements (varies by city), and the BC Energy Step Code 3 minimum.
