Getting a Building Permit in Surrey
The City of Surrey is one of BC’s largest and fastest-growing cities. Surrey’s building department handles high permit volumes with online applications through the SurreyConnect portal.
What Requires a Permit in Surrey
- All structural work (walls, beams, footings)
- Secondary suites and carriage houses
- Multiplex development
- Electrical, plumbing, and mechanical changes
- Additions and new detached structures
Surrey Permit Application Process
- Apply online through SurreyConnect
- Submit required drawings and documents
- Pay permit fee (based on construction value)
- Await plan review (3–8 weeks typical)
- Respond to review comments
- Permit issued — work can begin
- Book inspections (framing, rough-in, final)
Surrey Secondary Suite Process
Surrey has a dedicated secondary suite approval process. Suites must meet BC Building Code, comply with Surrey’s Secondary Suite Bylaw, and pass a final inspection. After approval, register the suite with the City for legal rental status.
Permit Fees
Surrey permit fees are based on project value, ranging from approximately 1.5–2.5% of construction value for residential projects.
