The Deficiency Process in BC Renovation
A deficiency list (also called a punch list) is the formal process for identifying, documenting, and resolving incomplete or unsatisfactory work before releasing final payment. It’s your most important tool at project close-out.
What Is a Deficiency?
A deficiency is any item of work that:
- Is incomplete (not finished)
- Doesn’t meet the contracted specification
- Doesn’t meet BC Building Code
- Is damaged or poorly finished
How to Create a Deficiency List
- Walk the entire project with the site superintendent
- Photograph and describe each deficiency in detail
- Note location, specific issue, and what correct completion looks like
- Share written list with contractor via email
- Agree on completion dates for each item
Deficiency vs Warranty Claim
Deficiency: Work not completed at all or not to spec — must be resolved before final payment. Warranty claim: Work was completed correctly but failed after project acceptance — covered under the contractor’s warranty period (typically 1–2 years).
Payment Holdback
Under the BC Builders Lien Act, you can withhold up to 10% of the contract value until the lien period expires (55 days from substantial completion). This holdback covers both deficiencies and unpaid subcontractor liens.
