Renovating a Vancouver Condo: Two Sets of Rules
Condo renovations in Vancouver require navigating two separate approval processes: your strata corporation and the City of Vancouver (or applicable municipality). Both must be satisfied, and strata approval does not substitute for city permits, and vice versa.
Strata Approval Process
Most strata renovation bylaws require a formal Alteration Agreement for any work affecting:
- Flooring (hard flooring over concrete typically requires sound underlayment and strata approval)
- Plumbing (moving or adding fixtures)
- Electrical (new circuits, panel upgrades)
- Structural changes
- Any common property or limited common property
Prepare a complete application including: scope description, drawings, contractor credentials (licence, WorkSafeBC, liability insurance), and timeline. Allow 4–8 weeks for approval.
City Building Permits for Condos
Condo renovations require City permits for: plumbing changes, electrical changes (handled by the electrical contractor with ESA permit), structural changes, and new/moved walls. Cosmetic work (painting, replacing cabinets without moving plumbing, new flooring) does not require a permit.
Common Condo Renovation Challenges
- Sound: Flooring choices significantly affect noise between units. Most strata require minimum IIC 55 sound rating — a quality underlayment ($3–$5/sq ft) is essential under LVP or hardwood.
- Access: Materials must move through lobbies and elevators — elevator protection, dollies, and careful scheduling required. Some strata require construction elevator bookings.
- Work hours: Strata may impose shorter construction hours than the city bylaw — often 8am–5pm Monday–Friday only.
